Blountville man jailed on child porn charges

BLOUNTVILLE — A Sullivan County man was jailed Thursday on child porn charges as the result of an investigation that began in July.

Thomas J. Lisk, Buffalo Road, is charged with one count of aggravated sexual exploitation of a minor and three counts of sexual exploitation of a minor — with each count being for more than 100 images.

Lisk was being held in the Sullivan County Jail on a $10,000 bond for those charges, with an additional $7,500 bond on a failure to appear charge, according to a Sullivan County Sheriff’s Office press release.

Background

• The SCSO received a cybertip in July from the National Center for Missing and Exploited Children. That tip indicated someone believed to be living in the SCSO’s jurisdiction was uploading images of child pornography to a Facebook account.

• As the original investigation was conducted, a second cybertip was received in August about the same individual.

• Based on the cybertip and other investigative means, probable cause was developed and a search warrant was issued for Lisk’s residence, according to an SCSO report.

• Evidence obtained through the search warrant was examined for child pornography by the SCSO’s Digital Evidence Lab, and Lisk was initially charged on the date of the search with one count of sexual exploitation of a minor.

• However, detectives continued the investigation of Lisk, and the press release states numerous images of child pornography were located on devices and social media accounts that belonged to him.

• Last week, Detective Matt Harrison presented the evidence to a Sullivan County grand jury, which returned a true bill charging Lisk with one count of aggravated sexual exploitation of a minor and three counts of sexual exploitation of a minor (each count being more than 100 images).
