Reckless gunfire at Kingsport apartments spurs charges

KINGSPORT — City police are searching for a man who is alleged to have fired a gun multiple times outside an apartment complex, showing "complete disregard for the densely populated surroundings."

According to a Tuesday afternoon Kingsport Police Department press release, the incident occurred on Nov. 20 at about 11 p.m. Several eye witnesses reported that Jonathan J. Ryans, 28, had discharged a firearm three times, placing bystanders at risk.

Ryans allegedly fled the area, but responding detectives located three 9 mm shell casings near the intersection of Reedy Place and Nelson Street. KPD Public Information Officer Tom Patton says a motive for the incident has yet to be pinpointed, but warrants have since been obtained for felony reckless endangerment. Ryans is also wanted in Bristol, Tenn., for aggravated assault.

Investigators believe Ryans is still in possession of one or more guns and should be considered armed and dangerous. Anyone with information on his whereabouts is asked to call KPD detectives at (423) 229-9429 or dial Central Dispatch at (423) 246-9111.

Ryans is described as 5-foot-10 and about 175 pounds. He has numerous face and body tattoos, a mustache and goatee.
