The state wants the money in about 30 days.
TDEC says RRI VT Bristol LLC is the owner of the 100-acre Vance Tank Road tract used for the tire dumping operation.
Ted Cox of Bluff City is listed as the “sole representative speaking and acting” on behalf of RRI, according to TDEC.
TDEC has ordered that no more solid waste be accepted at the site, that the owner remove more than 33,000 tires from the property every 30 days and that all tires be removed within a year.
If the site owner does not comply, TDEC says the operation will be subject to further liability.
TDEC indicates about 400,000 tires have been disposed of at the site while the owner has “gained an economic benefit” of $400,000 through the venture.
TDEC’s documentation of the operation goes back to 2012, with the owner being issued multiple notices of violations.
“The tires are located both in a warehouse and outside on the property,” said TDEC’s order and assessment.
If an appeal is filed, an initial hearing would be conducted by an administrative law judge who would have the authority to affirm, modify or deny the order and assessment.
