KINGSPORT — Brock Services LLC has notified the state of Tennessee that it will lay off 824 workers effective March 15.

The specialty craft and maintenance services company is based in Kingsport.

The layoff was described as a “permanent mass layoff.”

The Tennessee Department of Labor and Workforce Development noted Brock’s employees are not represented by a collective bargaining agreement.

“The Northeast Local Workforce Development Area rapid response team ... has been notified to coordinate services with the employer and affected employees,” the department said.

One of Brock’s longtime partners has been Eastman.

“Eastman’s external service providers are key partners in our efforts to remain competitive,” Eastman spokeswoman Candy Eslinger said in an email. “It is our policy to periodically review service contracts and, when appropriate, request bids for service contracts to ensure that our service providers’ services and associated costs are competitive in their respective industries. Late last year, we began the rebid process for Operations Support Services at our Kingsport site, and as a result of this process, Eastman has selected Partner Industrial to provide the services. We understand that Brock employees at the Kingsport site will have the opportunity to transition (to) Partner over the next several weeks.”
