A new life for Titus: Neglected dog forfeited to shelter for pending adoption

HCHS assistant manager Sandy Behnke said Tuesday that Titus already had someone waiting to adopt him. They were just waiting, and hoping, for the judge to release the dog permanently to the shelter.
