Rat feces, used needles reportedly found in house in child neglect case

April Dawn Garland, 28, and Daniel Ray Jennings, 24, both of 884 Dry Creek Road, Jonesborough, are charged with child neglect for allegedly exposing a child to a harmful environment. They were both arraigned on the charge in Sessions Court on Wednesday.
