Scottie Duane Salyer, 23, 2204 Bloomingdale Road, Kingsport, is scheduled for arraignment in Hawkins County Criminal Court on Wednesday. He remains in the Hawkins County Jail on $50,000 bond, where he has been held since his arrest on Dec. 27.
