Hawkins parents charged with neglect over 'nasty' living conditions

ROGERSVILLE — A Hawkins County couple were charged with child neglect Saturday after a sheriff's deputy serving a probation violation arrest warrant on the father allegedly found an infant living in "very dirty nasty" conditions.
