Multiple Kingsport and Sullivan County women — oftentimes recently widowed — have been solicited by an unknown man. He approaches as they're working in their yards, walking or out shopping, frequently offering handyman work.

Police arriving at the home were confronted by Donnie Gene Rhoton, who was allegedly armed with a lock-blade pocket knife. Following a brief standoff, he was taken into custody and charged with aggravated child abuse.

April Dawn Garland, 28, and Daniel Ray Jennings, 24, both of 884 Dry Creek Road, Jonesborough, are charged with child neglect for allegedly exposing a child to a harmful environment. They were both arraigned on the charge in Sessions Court on Wednesday.
