When one local church started running out of storage space, a young member going for the rank of Eagle Scout decided to help out by building a new storage shed from scratch.

On the evening of April 9, Jamal Phelps didn't show up to roll call. Finding this out of character, supervisors and fellow officers went to his apartment, finding Phelps on the floor and completely incapacitated.
