Kingsport man indicted on child porn charges

Elmer J. Williams

A Kingsport man has been arrested after a DVD he loaned to individuals was allegedly found to contain child porn, then abruptly handed over to police.

Elmer J. Williams, 71, of 2116 Steadman Street, was taken into custody on Thursday morning by Kingsport police. He was booked into the city jail with his bond set at $20,000.

Sullivan County Assistant District Attorney Julie Canter reports Williams was indicted by a grand jury on Tuesday. He faces 10 counts of sexual exploitation of a minor.

Canter says the crime occurred in August of 2012, with a subsequent investigation locating both photographic and video evidence in his possession.

The individuals who spurred the case by contacting authorities face no charges. They reportedly had no intentions of receiving child pornography on the DVD Williams had loaned them.

A court date has yet to be set. Citing the impending case, authorities declined to release any additional information.
