MOUNT CARMEL — The Mount Carmel Board of Mayor and Aldermen voted 5-1 Tuesday to accept the high bid for a heat pump, despite the fact that the low bidder was offering the same unit and an identical warranty.
The difference between the two bids was $654.
The low bidder was also offering a two-day completion after contract approval date; while the high bidder offered completion within 30 days of the contract being awarded.
The BMA voted to award the contract to Chad Salyer of Church Hill who offered a bid of $5,550 for a Coleman 3-ton, 14.5 SEER, 3-phase R-410 split system heat pump that will be installed at City Hall.
Salyer's bid also provided a five-year warranty on parts, five years on the compressor, one-year warranty on labor, and the 30-day job completion.
Low bidder Mike Summey of Kingsport offered the exact same unit and warranty, and a two-day completion time for $4,896.
