Man in underwear arrested after allegedly beating on trailer with pipe

ROGERSVILLE — A man who was allegedly beating on the side of a mobile home with a pipe while wearing only his underwear early Monday morning was charged with public intoxication.

Shortly after 2 a.m. Monday, Rogersville Police Department Officer Chris Price was dispatched to a “partially nude male” causing a disturbance outside a residence at the Timberline Mobile Home Park.

Price stated in his report that when he arrived on the scene he observed Steven Dwayne Goins, 61, 283 Timberline Road Lot 12, Rogersville, “behind a trailer striking the side of it with a piece of pipe.”

“He was wearing only a shirt and underpants,” Price said. “Upon speaking with him I observed him to have an odor of an alcoholic beverage about his breath and person, thick slurred speech, slow unsteady movement, red bloodshot eyes, and he appeared to be under the influence of an intoxicant.”

Goins was charged with public intoxication and as of Monday afternoon, remained held in the Hawkins County Jail on $275 bond.

His arraignment was set for Wednesday.
