ROGERSVILLE — Some Hawkins County leaders are on board with a plan to purchase and transform the former Kingsport National Guard Armory into a small business incubator focused on manufacturing.
But two members of the Hawkins County Commission’s Budget Committee are hesitant to commit to a financial obligation with no guarantee that jobs will be created for Hawkins County residents.
The Hawkins County Commission is being asked to partner with Kingsport to jointly guarantee that the armory purchase loan not exceed $400,000.
The two are already partners in the Holston Business Development Center (HBDC) small business incubator, splitting a $60,000 annual contribution.
The HBDC, which opened in 2003, is located on the grounds of the Holston Army Ammunition Plant in the Kingsport section of Hawkins County just off of Stone Drive near the old armory.
