Former Johnson City Jail superintendent charged with stealing more than $60K

Johnson City's former jail superintendent was arrested Friday on a charge that he stole more than $60,000 over an eight-year period by double billing the Police Department and the Johnson City Boys and Girls Club for inmate supervision.

The Tennessee Bureau of Investigation arrested Samuel Garland, 58, after the Washington County grand jury indicted him on one count of theft over $60,000.

Tony Clark, 1st Judicial District attorney general, requested a TBI investigation in May after the Johnson City Police Department discovered the alleged misconduct during an internal investigation.
