Man who hooked pre-teen girl on drugs to get sex sentenced to 12 years

ROGERSVILLE — A Hawkins County man who hooked a pre-teen girl on narcotic painkillers and then used her addiction as leverage to have sex with her was sentenced to 12 years in Friday with no chance of parole.

Billy Burton Blair Jr., 42, Church Hill, pleaded guilty to one count of rape before Judge John Dugger Friday and was sentenced as a violent offender.

That means he must serve 100 percent of the 12 year sentence in prison.

Blair, who was arrested this past March, admitted to Hawkins County investigators that he began giving the young girl Lortab pills about two years earlier when she was 12.

In March of this year a HCSO school resource officer (SRO) received a complaint that the victim, who is now a teenager, was being sexually abused.

The SRO forwarded that information to the HCSO Detective’s Division. As a result of the investigation, it was revealed that shortly after getting the girl addicted to pills, Blair began giving the girl pills to expose herself to him and allow him to touch her.

About a year ago Blair began giving the girl pills to have sex with him.

Blair reportedly admitted to having a sexual relationship with the girl to Detective Cliff Evans.
