Teen exposes self to woman at bus stop, offers her 'a ride'

The blotter is derived from recent central dispatch records and incident reports of area police agencies.

Kingsport Police Department

Aug. 5

Dispatch advised officers of a man at a West Center Street gas station "pulling down his pants and creating a disturbance." A caller believed he may also be assaulting a female companion, though the pair left together in a vehicle. Police spotted the car on West Industry Drive and conducted a stop, finding the man "jumping around inside the vehicle." He was suspected of being on bath salts and transported to Holston Valley Medical Center. As the officer spoke with the female driver, a pipe was spotted sticking out of her bra. When asked to remove it, she "acted as if" it wasn't there, but following multiple requests finally handed it over to the male officer. It was found to contain drug residue. She was arrested for possession of paraphernalia, as the officer believed "a citation would go unanswered."

Aug. 7

Employees of an East Stone Drive car lot reported a golf cart had been stolen from the property. It was located in the driveway of a home on nearby Idle Hour Road, where the resident said a woman had left it abandoned earlier in the day. She asked if it could be left there until she made arrangements to pick it up, according to the witness, and cited a dead battery as the problem. He said he didn't know the suspect, who failed to return.

Aug. 8

Police were called to a West Stone Drive pharmacy after two people were found passed out inside a car. When awakened by an officer, both suspects denied drinking or taking drugs, but were "confused and disoriented...unsteady on their feet." They were arrested for public intoxication.

Dispatch was alerted to a "very intoxicated" man walking down West Stone Drive. An officer located him stumbling along the highway with alcohol on his breath. He told police he "had been everywhere" throughout the night, then admitted to drinking "too much." He was arrested.

Aug. 5

A woman told police she was at a stop sign in the Whitesburg area of the county at 4:15 p.m. As she awaited the arrival of her children's school bus, the teenage driver of a Mini Cooper stopped and "shook his penis at her"  — then asked, "do you want a ride?" She did not know the suspect. 

Aug. 7

A woman who parked her car on a Rogersville road reported harassment from another motorist, her aunt, who was angry about the vehicle in the street. Police advised the complainant to simply pull off the road in the future, as that should "keep an altercation from happening."

A deputy responded to a report of vandalism at a Whitesburg cemetery, where someone had dumped a load of dirt, glass and nails on an entry road. 

A Rogersville man was transported from his residence to the emergency room, prompting an aunt to visit his home and make sure things were secure. While there, she allegedly located a neighbor exiting the house with towels, washcloths, bug spray, two beers and a Dr. Pepper. The man told the woman that the hospitalized resident told him to get the items, which police later learned to be a lie, prompting his arrest for burglary and theft.
