KPD: Passed out parents charged with child neglect at Kingsport Aquatic Center

A Bristol, Tenn., couple have been arrested at the Kingsport Aquatic Center after they were reportedly found passed out in a vehicle — one naked, the other with her breast exposed — leaving their young children unattended for at least three hours.

An affidavit filed in Kingsport court says city police were called to the Aquatic Center, 1820 Meadowview Parkway, at approximately 6:20 Sunday evening. The facility had closed 20 minutes earlier, with staff saying they had been searching for the parents of three children since 3:30 p.m.

Court records identify the children as ages 7, 7 and 6. Two had approached a lifeguard hours earlier, saying they couldn't find one of their brothers. After locating the missing child Aquatic Center staff began a search for their parents, allegedly paging them over the intercom system multiple times.

The juveniles reported last seeing their parents when they, "went to smoke." Once the parking lot began to clear out at closing, according to court records, the juveniles identified a Chevrolet 1500 truck as the vehicle they had arrived in.

Responding officers reportedly found keys in the ignition and the vehicle running, while a male and female were "passed out" in the back seat.

Brett A. Jackson, 31, was allegedly totally nude, while court records state Brandy N. Griffith, 26, had one breast exposed. The address for each suspect is listed as 909 Oakwood St., Bristol, Tenn.

Police say it took "numerous" verbal commands before Jackson stirred. Even then he was allegedly lethargic and just partially opened his eyes, had to be assisted from the vehicle. Police placed a pair of shorts on Jackson and placed him into the back of a cruiser.

Officers reportedly had to remove Griffith from the pickup and sit her down in the parking lot. Police say that after patting her back and yelling at her multiple times, "she finally opened her eyes and mumbled."

Police suspect Griffith and Jackson were under the influence of drugs. After EMS responded to check their vitals both were transported to the Kingsport City jail, and later the Sullivan County jail in Blountville.

They each face one count of aggravated child abuse and neglect and two counts of child abuse or neglect. The Department of Children's Services was notified of the incident.
