May 10th, 2013 3:00 pm by Mike Donila, Knoxville News Sentinel

KNOXVILLE — Knox County Commissioner Jeff Ownby this morning pleaded no contest to public indecency, almost a year after police caught him engaging in oral sex with another man at Sharp’s Ridge.

Ownby, 45, was fined $500 plus court costs for the misdemeanor charge by Blount County General Sessions Judge Bill Brewer, who sat in as a special judge.

The first-term commissioner, who represents the 4th District, also will be eligible for judicial diversion once he turns in a certificate from the Tennessee Bureau of Investigation that verifies he is a proper candidate.
