Kingsport Police Det. Martin Taylor says charges are pending against Jonnie R. Hammonds, 23, of Springfield, Tenn.. Kingsport police report the abduction occurred Wednesday at Model City Apartments, 1000 Stonegate Road. Det. Taylor spent hours speaking with Hammonds by phone on Thursday, attempting to negotiate recovery of the girl. After several deadlines came and went the TBI issued an endangered child alert late Thursday night.

Early Friday morning Hammonds dropped the girl off at a friend of her family's in Bristol. Tenn. Charges against her in Kingsport are pending while active warrants exist in other jurisdictions.

In December of 2010 Hammonds was arrested at a residence on the Elizabethton Highway. Deputies were responding to a domestic disturbance at the home when they located a large meth lab, consisting of several one-pot operations, inside an out building on the property.

The 2nd Judicial Drug Task Force were called to the scene and spent approximately 9 hours conducting cleanup. At the time of the incident Hammonds was arrested on outstanding warrants for driving violations and failure to appear. She was later charged on drug offenses.
