Juveniles on a road off of Highway 11W were reportedly, "making homemade bombs and setting them off."
Dispatch was advised of a male in the parking lot of a Fort Henry Drive business, allegedly fondling himself.
On Wadlow Gap Road someone in a "Halloween costume" was reportedly, "jumping in front of traffic."
Kingsport Police Department
An intoxicated man on D Street was reportedly shooting at people with a BB gun.
Police responded to an assault on Clark Avenue, where a male was sitting on a female, 19, to hold her down on a couch. The teenager's mother was also at the residence, suffering from a stab wound. She reported her daughter had accused her of stealing medication and stabbed her. The mother was taken to the hospital while her daughter was charged with aggravated assault. On the way to jail, according to the police report, the suspect stated, "I cut my mom, big (expletive) whoop-dee-do."
