A Blountville couple have been arrested after police found them apparently passed out in a car while a small child slept in the backseat.
According to the Sullivan County Sheriff's Office, Jamie Phelps, 36, and Tonya Phelps, 37, both of 242 Rhea Ave., were arrested on attempted child neglect and other charges after police located them in their car at approximately 7 a.m. Thursday.
A Friday afternoon news release states an inventory of the vehicle yielded a 9mm pistol that had been reported stolen earlier this week, along with other unspecified property that had been stolen from a car parked on Birch Street on Tuesday night.
Police report also located fishing gear in the car. The gear, along with a Stratos boat trailer, had been reported stolen Wednesday by residents of Clark Lane. The collective value of these items is provided as "over $42,000."
The release states detectives located the boat along South Summersound Road, still attached to Jamie Phelps' pickup truck. He allegedly admitted stealing the boat in order to sell it.
In addition to attempted child neglect, Jamie Phelps was charged with theft over $10,000, auto Burglary, theft under $500, possession of drug paraphernalia and a weapons violation.
Tonya Phelps was additionally charged with possession of drug paraphernalia.
