Man charged with child rape after incidents at Kingsport motel pool

KINGSPORT — Kingsport police have arrested a man who allegedly sexually assaulted four children in a motel’s swimming pool on Tuesday evening.


The suspect, who is charged with two counts of child rape, was located bleeding from his face at the scene. Court records say he was chased and attacked by several men following the incidents in the pool, but “there were no witnesses to the assault.”


At approximately 8 p.m., police were called to West Side Inn, 1017 West Stone Drive, in reference to a fight. They located Stephen Dudley Brock, 28, address listed as the motel, bleeding outside the check-in office.


A court affidavit states that while police were speaking with Brock they were “approached by a large agitated crowd of people” claiming Brock had “molested their children.” Subsequent interviews with the crowd, according to court records, revealed Brock had penetrated two girls in the pool with his finger. He also allegedly grabbed the crotch of another girl and a boy.


Prior to police arrival, Brock was confronted by several adults about the alleged incidents. Brock reportedly “stated if he did it was not on purpose,” then attempted to run away. Brock told police he was chased by several men and assaulted. The affidavit states there were no witnesses to that incident, and Brock would not identify his attackers.


Brock, who was reportedly unsteady on his feet and spoke with slurred speech, refused medical attention and was arrested on a charge of public intoxication. Two of the girls were transported to Holston Valley Medical Center to be checked for possible injuries.


Court records state Brock was further interviewed by detectives at the police department. He admitted to “being in the pool, throwing the girls up in the air, and stated he was just playing with them.”


During the interview Brock asked for and was granted a trip to the restroom. After several minutes in the restroom, and ignoring police calls from the other side of the door, a detective entered. An affidavit states Brock was located standing at a urinal, fondling himself.


Brock is charged with two counts of rape of a child and public intoxication. On Wednesday he had a court date set for July 3 and was transferred to the Sullivan County jail in Blountville.
