Kingsport man charged with 8th DUI

Ronald Jackson Carroll, 45, of 1717 Charles St., was arrested Thursday night. According to a report at the Kingsport Police Department, at 9:14 p.m. an officer located a 1992 Mazda MX-3 stopped at the intersection of Gibson Mill Road and Bloomingdale Pike

A Kingsport man — who police allegedly found stopped in the road, attempting to switch seats with his vehicle's passenger — has been arrested on his eighth charge of driving under the influence.


Ronald Jackson Carroll, 45, of 1717 Charles St., was arrested Thursday night. According to a report at the Kingsport Police Department, at 9:14 p.m. an officer located a 1992 Mazda MX-3 stopped at the intersection of Gibson Mill Road and Bloomingdale Pike.


The officer reports observing a man, later identified as Carroll, exit the driver's side of the car, "stumble to the back of the vehicle," and get into the passenger seat. Simultaneously a woman exited the passenger's side and went to the driver's seat.


The officer activated his squad car's light, exited his car and approached the Mazda. While inquiring why the roadway was blocked and the duo had switched seats, an odor of alcohol was allegedly detected on Carroll.


Police say Carroll had trouble speaking clearly and retrieving his wallet. When asked to step from the vehicle he complied, but allegedly stumbled multiple times. The officer reports grabbing Carroll on three separate occasions to prevent him from falling.


Carroll allegedly would not stand still as the officer attempted to conduct sobriety tests. When asked if any medical conditions would prompt his behavior, Carroll reportedly said he was diabetic.


An ambulance was called to scene, with his blood glucose levels checked and found to be within the normal range. Carroll was than arrested and charged with DUI


—the eighth such offense on his record.


Police report a subsequent search discovered "several" white pills in the pocket of Carroll's pants. He was transported to Indian Path Medical Center for a blood draw, then to the Justice Center for booking into the city jail.


Along with the eighth offense of DUI, Carroll is also charged with his second offense of driving on a revoked license, his third habitual motor offender offense, violation of registration, illegal possession of a legend drug and stopping in the roadway.
