Kingsport man arrested after making 'unfounded' accusations, becoming combative with police

A man who was allegedly "making comments and accusations that were unfounded" has been arrested after "aggressively" confronting police who refused to file a report of his claims.


At 2 a.m. Thursday police were called to 524 Sequoyah Drive in reference to an alleged theft. A Kingsport officer's report says the resident, Harry D. Bowyer, 39, claimed a female had entered his home earlier, "looking for change."


Bowyer then relayed that the same female returned a while later and unscrewed a cable lock that was wrapped around a chair.


"He wanted to file a (theft) report for five dollars so he could pick it up in the morning," reads the officer's narrative. "I explained that could not be done."


Police say Bowyer, "continued making comments and accusations that were unfounded," and "jumped from the couch and aggressively confronted," an officer. Due to Bowyer's stance and yelling, it was feared he may become combative.


Police say Bowyer momentarily calmed down when ordered, then escalated his behavior, once more.


The officer reports walking back to his patrol car to leave the residence but Bowyer followed behind. He allegedly continued yelling at police outside the home, disturbing neighbors who began turning on their porch lights.


At this point police arrested Bowyer, charging him with disorderly conduct.
