Kingsport man charged with blackmail, extortion of $30,000 from Bristol, Tenn. teacher

KINGSPORT — A Kingsport man has been arrested on charges of blackmail and extortion after allegedly demanding money from a Bristol, Tenn., teacher to remain silent about “past actions” he endured as a juvenile.


According to a Kingsport Police Department incident report, detectives were contacted by the victim, Randall S. McCoy, 47, of 2004 Eastwood Ave., Kingsport. McCoy told police that since October, Jonathan B. Womack, 22, of 1608 C St., Apt. 3, had been threatening to go public with transgressions McCoy allegedly committed.


“Womack has been contacting him and threatening to expose him for past actions that the victim allegedly committed on Mr. Womack when he was a juvenile,” reads the police report. “According to the victim, he has paid the defendant, Womack, approximately $30,000 over the past three months due to Womack threatening to take the information public, to the police, the victim’s job and media.”


The police report did not specify what those alleged incidents between McCoy and Womack consisted of. But KPD Detective Frank Light said Womack’s allegations are of a sexual nature and involve an incident or incidents that allegedly occurred between him and McCoy sometime between 2002 and 2005.


Light said police are investigating Womack’s allegations and are trying to pin down a more precise timeline.


McCoy is a teacher at Vance Middle School in Bristol, Tenn., KPD Lt. Ralph Cline said. State records show McCoy is a Career Level 1 teacher for music grades K-6 and 7-9.


Light said Womack was not a student of McCoy’s.


The KPD report did state that McCoy had recorded a phone conversation with Womack. In that conversation, Womack allegedly demands an additional $5,000 to remain silent.


McCoy and Womack agreed to meet for the exchange of money Tuesday morning at Pal’s on Revere Street. Unbeknownst to Womack, the location was being monitored by Kingsport police.


Police said after Womack received the money, officers moved in. According to the report, Womack was arrested without incident, and the money was recovered. He also allegedly admitted to extorting money from McCoy.


Womack is charged with extortion and currently being held in the Sullivan County Jail.


When asked if Womack will pursue charges against McCoy for whatever allegedly occurred when he was a juvenile, Light said, “We’re checking into that.”
