Knox Register of Deeds employee quits after being accused of smoking pot in parking garage

An 18-year employee of the Knox County Register of Deeds office who also is married to the former county law director smoked marijuana Friday morning while sitting in her Mercedes-Benz in the parking garage of the City County Building, police allege.

Margaret Owings, 37, resigned after being cited by police. She was summoned for possessing pot and possessing drug paraphernalia, according to Knoxville Police Department spokesman Darrell DeBusk.

The incident occurred about 10:20 a.m., he said, as a female officer returned to her cruiser on Level 6 of the parking garage after being in court.
