ROGERSVILLE — A Kingsport woman who allegedly left her two small children unattended in a car last August while she spent 20 minutes in the Allandale Waffle House was indicted Monday on two counts of felony child neglect.

On Aug. 29, a concerned citizen notified Kingsport police about two small children being left unattended in a gray Honda four-door vehicle in the parking lot of the Waffle House restaurant, 4200 W. Stone Drive.

When KPD Officer Darrell Johnson arrived at the scene he allegedly observed the children, ages 2 years and 2 months, in the vehicle parked in the the fire lane with all but the driver’s side window rolled up. The temperature outside that day was 87 degrees.

As Johnson approached the vehicle, the children’s mother, Holly Mae Hinen, 26, 668 Bancroft Chapel Road, No. 95, Kingsport, came out of the restaurant and went to the rear passenger door.

“I looked inside the vehicle and saw in the back seat two small children,” Johnson stated in the arrest warrant. “The 2-year-old in the right rear seat was crying, sweat covered his face and neck. The 2-month-old, in the rear center, was slumped over in the child carrier.”

Johnson also allegedly observed an open gas can containing fuel in the rear floor behind the driver’s seat.

After speaking to witnesses Johnson determined that the children had allegedly been left alone in the car for about 20 minutes.
