Hawkins County shooting victim facing drug charges

ROGERSVILLE — A Hawkins County man who survived two gunshot wounds to the chest has been indicted on charges that he attempted to manufacture methamphetamine about three months after being shot.


Roy Travis Jarvis, 27, 102 Pressley Drive, Rogersville, was shot twice in the chest with a .22-caliber rifle by Thomas F. Howard, 62, 151 Willard Lawson Road, Rogersville, on Sept. 6, 2006, at Howard’s home.


Investigators never released a motive for the shooting except that Jarvis, Howard and a third man had been drinking alcohol together that day. This past April, Howard was sentenced to eight years in prison in exchange for a guilty plea to attempted second-degree murder.


Three months after after he was shot, the Hawkins County Sheriff’s Department Narcotics Unit raided Jarvis’ home and allegedly seized meth lab components and ingredients, as well as 76.2 grams of marijuana.


As a result of that raid, which took place Dec. 15, 2006, Jarvis was named in a three-count Hawkins County grand jury indictment Monday charging him with promotion of meth manufacturing, initiating the process to manufacture meth, and possession of marijuana with intent to deliver.


Jarvis is currently free on bond awaiting trial. Others indicted by the Hawkins County grand jury Monday and their charges are:


•Curtis Dewayne Carpenter, 33, 697 Lee Valley Road, Whitesburg, promotion of meth manufacturing.


•Courtney Nicole Ramey, 20, 105 Gentry Hollow Road, Church Hill, possession of marijuana with intent to deliver, possession of cocaine with intent to deliver, possession of drug paraphernalia, and maintaining a dwelling where narcotics are kept or sold.


•Willard Victor Fleming, 38, 665 Bancroft Chapel, Kingsport, possession of cocaine with intent to deliver, possession of marijuana with intent to deliver, simple possession of OxyContin, speeding, possession of drug paraphernalia, felony evading arrest, and failure to show proof of insurance.


•Nicholas Lee Massengill, 26, 700 Little Pumpkin Valley Road, Eidson, burglary and theft over $1,000.


•Daniel Paul Steinbach, 20, 326 Marble Hall Road, Rogersville, burglary, three counts of auto burglary, two counts of vandalism over $500, and theft under $500.


•Lori Ann Davis, 33, 801 W. Broadway St., No. 14, Rogersville, maintaining a dwelling where narcotics are kept or sold.


•Steven Gail Gilliam, 29, 1821 E. Pumpkin Valley Road, Sneedville, burglary and theft over $1,000.


•Heather Carol Russell, 19, 329 Boyd St., Apt. 9, Rogersville, two counts of misdemeanor assault.


•Greg Allen Bishop, 48, 14114 East Carters Valley Road, Gate City, Va., worthless checks.
