KINGSPORT - The Board of Mayor and Aldermen took the first step Tuesday night in annexing 323 acres of property along Island Road in Sullivan County.
The BMA approved on first reading the annexation of the 323 acres off Island Road, as well as Golf Ridge Drive, Old Island Trail and parts of Memorial Boulevard and Island Road. The annexation also takes in the Crockett Ridge Golf Course, the Indian Springs shopping center, and two other parcels zoned commercial.
The annexation will go before the BMA on Aug. 21 for second and final reading. If approved at that time, the annexation would become effective 30 days afterward.
About 30 residents live in this area, but according to Kingsport Planner Ken Weems, the property is expected to be developed into housing and could result in more than 400 residents living in the annexed property. Since the developer is installing sewer to the Island Road development, the city is estimating $35,000 in sewer improvements and $5,000 in water improvements to the property.
In other business Tuesday night:
• The BMA approved a contract with the Kingsport-based accounting firm of Blackburn, Childers and Steagall to audit the records and accounts of the city for fiscal year 2008, which runs from July 1, 2007, to June 30, 2008.
According to the terms of the agreement, BCS will charge Kingsport $154,645 to audit all city funds, the school activities fund and the food services fund. This fee represents a 5.5 percent increase over last year's fee of $146,580.
However, BCS has agreed the city's audit fee would be discounted $10,000 if city staff prepares the fiscal year 2008 year-end financial statements, something city officials say could be done.
BCS has performed the city's annual audit since fiscal year 1998.
• The BMA awarded a bid to Thomas Construction Co. for the construction of a roundabout at the intersection of Watauga Street and Gibson Mill Road. The bid amount was for $523,598. Construction is expected to begin in two months and be complete by the end of the year.
• The BMA voted to enter into an agreement with Mount Carmel for Kingsport to provide the town with land-use planning services. The Kingsport Metropolitan Planning Organization will provide the services for $6,800 a year, according to the agreement.
• Mayor Dennis Phillips and City Manager John Campbell accepted Johnson City Vice Mayor Jane Myron's challenge to participate in her "In-Step" program. The program, which began earlier this month, is a "friendly competition" where officials and elected leaders from cities and counties in Northeast Tennessee wear pedometers for three months, log their daily steps, and report back to Johnson City with their progress.
Myron said a press conference will be held Nov. 2 to announce the winners of the challenge, with a hand-carved walking stick being the reward. Myron said the goal of the program is to set a healthy example for the citizens of the region.
