Sullivan County school officials present spending plan

BLOUNTVILLE - Bleachers, paving projects and lighting for athletic fields make up roughly half of about $1.08 million in planned renovation spending for Sullivan County schools this fiscal year.


A portion of the county's property tax rate is designated yearly to fund building renovation projects for schools.


Last year it it was eight cents of the county's tax rate, which was $2.53 per $100 of assessed value.


The county does not yet have a budget for this fiscal year, which began July 1. And no tax rate has been set.


In presenting the school system's proposed spending plan for this year, system officials projected eight cents of the tax rate again being designated for renovations, generating more than $2.2 million total.


State law requires that money be shared with city school systems in Kingsport and Bristol, Tenn., because city residents pay county property taxes.


The money is shared based on how many students attend each system. Budget documents distributed to county commissioners in late July estimated the county school system's share for this year at about $1.225 million.


Those documents show the county system having a beginning renovations fund balance of $167,000 - making more than $1.39 million available for projects this year.


School officials listed an itemized budget for about $1.08 million worth of that funding.


The single biggest chunk is $412,000 for debt service on bonds issued a few years ago to pay for an energy savings program.


Another $29,000 is budgeted off the top as commission to the county trustee's office.


And $100,000 total is budgeted for heating, ventilation and air conditioning (HVAC) projects: $80,000 for Sullivan North High School; and $20,000 for Weaver Elementary School.


The rest of the $1.08 million list:


•North High School bleachers, $140,000.


•Colonial Heights Middle School bleachers, $40,000.


•North High School girls softball lights, $35,000.


•South High School girls softball lights, $35,000.


•Lynn View football field lights, $30,000.


•Colonial Heights Middle School paving, $28,000.


•Sullivan Middle School football field lights, $25,000.


•Blountville Middle School football field lights, $25,000.


•Holston Valley Middle School football field lights, $20,000.


•Holston Middle School, pave track, $20,000.


•Holston Valley, pave track, $20,000.


•Blountville Middle School, pave track, $20,000.


•Ketron Intermediate School, pave track, $20,000.


•Maintenance Shop, paving, $20,000.


•Mary Hughes Elementary/Middle School, baseball field lights, $18,000.


•Kingsley Elementary School, paving, $12,000.


•Weaver Elementary School, paving, $10,000.


•Cedar Grove Elementary School, paving, $10,000.


•Central High School softball lights, $10,000.


The Sullivan County Commission's Budget Committee is scheduled to meet at 7 p.m. Thursday on the second floor of the historic Sullivan County Courthouse.
