Wolfowitz broke World Bank rules, panel report says


WASHINGTON - World Bank President Paul Wolfowitz broke bank rules in arranging a hefty compensation package for his girlfriend, a situation that has caused a "crisis in the leadership" at the institution, according to a report released Monday by a special bank panel. Wolfowitz described the report's findings as "unfair and unwarranted." The special panel said the bank's full 24-member board must consider whether Wolfowitz "will be able to provide the leadership" to ensure that the bank achieves its mission of fighting poverty around the world. The board will ultimately decide Wolfowitz's fate.

DALLAS - A little candy can add up to a rainbow of trouble. A man caught removing tires from a truck has been charged with stealing the tractor-trailer containing $250,000 worth of Skittles, police said. Seven pallets of the 28 in the truck are still missing, authorities said. Alan Chavez, 22, has been charged with first-degree felony theft. It was unclear Monday whether he had a lawyer. Chavez said he had paid someone else $500 for the truck's rims and tires, police said.
