Early voting for the Kingsport, Bristol and Bluff City municipal elections will be held from 9 a.m. to 4 p.m. at the Election Commission Office, 3258 Highway 126, Blountville.


Washington County Commission budget committee will hold budget hearings at 9 a.m. in the conference room at the Washington County Office Building, Jonesborough.


Appalachian Athletic Conference Baseball Championship continues with games at 9 a.m., 12:30 p.m., 4 p.m. and 7:30 p.m. at Hunter Wright Stadium, Kingsport. Admission is $7 for adults and $3 for youth.


Tennessee Gov. Phil Bredesen will address a joint session of the 105th General Assembly at 9 a.m. Central time in the State House Chamber, Nashville. The speech will focus on proposed changes to the Basic Education Program.


Kingsport Board of Zoning Appeals will meet at noon in the Bob Clear Conference Room, 201 W. Market St., Kingsport. Call Tonya Fletcher at 224-9485.


Lonesome Pine Regional Library board of trustees will meet at 1 p.m. at the Rose Hill Community Library. The finance committee will meet at 10 a.m. at the Wise County Public Library to review monthly payables.


Wellmont Health System's Marsh Regional Blood Center will hold a public blood drive from 1 to 6 p.m. at Food City, Wise. Donors must be 17 or older, weigh 110 pounds or more, and be in good health. Call 224-5888.

Kingsport Area Chamber of Commerce will hold a forum for the candidates running for the Kingsport Board of Mayor and Aldermen at 6:30 p.m. at Kingsport City Hall.


Surgoinsville Historical Committee will meet at 6:30 p.m. at Surgoinsville City Hall.


Washington County Board of Education will meet at 6:30 p.m. at the Central Office, Jonesborough.


Kingsport Board of Education will hold a work session at 7 p.m. in the Dobyns-Bennett High School Alumni Hall.


Women of the Democratic Party will meet at 7 p.m. at the Democratic Headquarters in Rogersville, corner of North Hasson and West Main streets.
