A Kingsport man has been arrested and charged with breaking into two local convenience stores and stealing a large quantity of lottery tickets.
Scotty Lee Green, 29, 5352 Memorial Boulevard, was arrested Tuesday on charges of burglary, vandalism over $500 and two counts of theft over $500.
According to affidavits filed in Kingsport general sessions court, Green is accused in connection with an Aug. 10, 2007 burglary of Greenwood Market, 5121 Memorial Boulevard, and an Oct. 9, 2007 burglary of the Double Quick Market, 2729 North John B. Dennis Highway.
During the first incident, Green allegedly busted the glass out of a side door, went into the market and stole all of the Tennessee Lottery scratch tickets. During the second incident, Green allegedly threw a rock through the front door, went inside and took $931 worth of lottery tickets.
Many of the tickets stolen during the August incident were found in Green's room at Christ the King Motel later that month. The manager there had entered Green's room to clear out his belongings after he failed to pay his rent on time.
On Oct. 19, 2007, police had attempted to talk to Green about the second batch of stolen tickets, but he ran away.
The cases were investigated by the Sullivan County Sheriff's Office. SCSO Capt. Keith Elton was unable to provide any explanation as to why two years passed before Green was arrested on the charges.
He said Green was transferred to their jail from Washington County.
According to the Johnson City Police Department, Green was arrested after an officer spotted him not wearing a seatbelt while riding in the passenger seat of a Nissan Sentra. The officer conducted a records check and discovered Green was wanted in several jurisdictions.
The officer transported Green to a Sullivan County deputy, who then took him to the jail.
Green also had outstanding warrants in Carter County, Scott County, Va., and Cobb County, Ga. for unknown charges.

If he could have just paid for that room in free tickets he would had it made.
