KINGSPORT — A Kingsport man is accused of shooting at and trying to kill his son-in-law, endangering another man and a female juvenile who were in the son-in-law’s pickup.
According to Sullivan County Sheriff’s Office Capt. Keith Elton, a report of shots fired sent deputies to 456 Old Blairs Gap Road on Tuesday evening.
Orge Patton Phillips, 66, told deputies he shot at his son-in-law, James Lawson, after he “came to his trailer, opened the door, and told him thanks for calling Child Protective Services on me,” then slammed the door and left.
As Lawson was driving away, Phillips said he fired a .22-caliber rifle at the truck.
A short time later, Lawson called Central Dispatch, and officers were sent to Russell Street in Kingsport to speak with him.
Lawson said he’d opened the door, told Phillips “thanks for calling CPS on me” and then left. He said Phillips came out of the trailer and aimed a rifle at him but it jammed. As he drove away, Lawson said Phillips fired three shots at his truck while he, Billy Dykes and a 17-year-old female juvenile were in it. Investigators found two bullet holes in the truck.
Deputies arrested Phillips on a charge of attempted second-degree murder and two counts of reckless endangerment.

Lana: Perhaps you need to contact your local gov't about the property, and see if if can be cited. Hit the landlord in his/her wallet a time or two, and perhaps they'll come around. It'll at least let them know that they're being watched.
Thanks C.K.
It is so frustrating. Our little community is made up of families (all but one with children or grandchildren). We should have some legal recourse when a landlord knowingly rents to such people in this type of neighborhood.
Lana: Legally- there's not much more you can do. You can possibly have the rental property condemned by the city, but thats a stretch.
May I suggest a moat, or at least concertina wire along that edge of the property?
Bob, I was just being goofy, my father doesn't have a knife collection, nor would he threaten anyone with it. But is "knife collection" not the correct phrase?
My point was that you cannot draw an intelligent conclusion from a non-representative sample of crime statistics. The newspaper is a business with a certain local population it is trying to sell to. That population wants to read news from it's area. If the only thing that happens in Hawkins County is stupid crook news, then that is what they have to report on. If that topic is under-reported in other areas, that may be because there are more newsworthy things to report on, not that stupid crime doesn't happen other places. This is really more a matter of marketing when you consider the source, and less a matter of the frequency of crime.
If Isis really did crime analysis, she might know that to. Unless of course she is just a student, in which case it is okay to still be learning.
Have reported drug activity to police, the landlord, etc. Police knew already (they were serving warrants on them before they even had the truck unloaded when they first moved in), as did the landlord. Recently saw social services car bring prescriptions to the door for them. About 7 hours later, ambulance and police were there to take one to hospital for overdose. Police are there constantly either to serve a warrant, break up a fight, or assist ambulance with overdose.
Any suggestions on what else I can do (legally)?
Isis sez: "If something isn't done to step up drug enforcement and prevent meth dealers from taking over the county, we are fighting a losing battle and might as well move to Harlem or Detroit."
Post Hoc fallacy. I wouldn't move to Detroit in the best of circumstances or the worst of circumstances. I don't suspect you would, either.
Report suspected drug activity to the cops, and stay off meth/drugs. You should be ok.
I think some people really need to study crime. There is a direct correlation to rural areas, areas of small or no job availability, poverty levels, etc. and increased crime rates. HENCE areas of gang population...think about it. Harlem, Detroit (biggest loss of jobs in the country), etc. So in fact, what Bob says is a correct statement unless some of you know better than those of us who study crime and do crime analysis.
The sudden loss of jobs and the fact that Hawkins County is already a small rural area (great area for meth dealers to hide BTW) makes it a prime area for increased crime rates. The combination of loss of jobs with increase drug trafficking supplies ample reasons for the craziness that's happening to happen. If something isn't done to step up drug enforcement and prevent meth dealers from taking over the county, we are fighting a losing battle and might as well move to Harlem or Detroit.
WAKE UP!
I agree with you Bob...100%! I too got attacked for making the same observation. Some people LOVE to keep their head buried in the sand then one day they'll come up with this marvelous revelation that CRIME is going up in Hawkins County...wow wished I had said that...lololol
Is this what you Guys do now that Ralph's has closed ??
Do you guys just pick and choose realities?
Again..."Orge Patton Phillips, 66, TOLD deputies he shot at his son-in-law, James Phillips, after he "came to his trailer, opened the door, and told him thanks for calling Child Protective Services on me," then slammed the door and left. As he was driving away, Phillips said he fired a .22-caliber rifle at the truck."
This nutjob should get no less than an attempted murder charge of which he is guilty by HIS OWN ADMISSION.
If the guy was abusing the child, it's a shame the grandfather missed him.
It's not my fault that stupid people make the headlines cari. It is also not my fault that the majority of those stories seem originate in Hawkin's Co. (and other rural communities in this area sporadically).
Better watch out for what I say about Hawkins Co. for now on. I never even considered the prospect of Hawkins Co. ninjas. Yikes. I imagine your daddy's knife collection (knife collection???) is reaaal sweet. pffft!
IT SEEMS TO ME LIKE THAT HE NEEDS TO GET HIS STORY STRAIGHT AND PROOF.HURT MY CHILD OR GRANDCHILD YOU WILL WISH YOU WERE DEAD!!!!!!
Bobby Boback...where in this is the fact that this person has a "right to carry"??? Does this mean you are against those us of that actually do have a carry permit??? Nothing like assumming!!!
I think a knucklehead would be someone who based their crime stats on newspaper articles and not police reports. I'm just sayin'....
My daddy would never have shot at any of my men. He's shown a few his sword and knife collection, but that's about it.
Don't worry UR, I'll always have SW Va., Sullivan Co., Washington Co., Alabama, Florida, and anywhere else in the country where stupid people commit crime. Yes, even dear ole Kingsport. After all I am all about equal opportunity.
But, before you claim victory I challange you to read the paper for a month and keep score. You might just find that my argument is not all that unreasonable as it relates to the number of knucklehead crimes in Hawkins Co.
Well this is a surprise. Not in Hawkins Co.
As I said in another post, stupid knows no borders.
Sheez, WTH is wrong with all these people we read about? I just don't get it.
Hey, Bob Dennett, this one happened in Kingsport, Sullivan County!! There goes your theory about the poverty stricken, unemployed, etc., etc., people of a neighboring county. Time for you to admit you're wrong and attack another county for a while.
"Orge Patton Phillips, 66, told deputies he shot at his son-in-law, James Phillips, after he "came to his trailer, opened the door, and told him thanks for calling Child Protective Services on me," then slammed the door and left. Sounds like reason enough to shoot a man in the back...another idiot that should have his right to carry revoked.
