Sullivan indictments included burglar accused of dragging ATM with logging chain and stepfather accused of molesting 4-year-old at soccer practice

A stepdad accused of molesting a 4-year-old at a middle school soccer practice and an accused Lime Light burglar who also attempted to drag an ATM from Walgreen's using a logging chain were among those indicted by a Sullivan grand jury.

Jeffrey Wayne Pecor, 42, 1401 University Blvd., Apt. F1, was indicted on a charge of aggravated sexual battery. He's accused of intentionally having intimate contact with his four-year-old stepdaughter on the sidelines of her brother's soccer practice at Robinson Middle School.

Pecor told KPD Det. Melanie Adkins the contact occurred during a game they were playing. He said she straddled his clasped hands and he "tossed her off onto the ground," during the game, and her clothing shifted resulting in intimate contact that he found sexually arousing, according to an affidavit. The girl corroborated Pecor's explanation of how the contact occurred and said she told him it hurt. Pecor told Adkins he stopped the game when she said it hurt, adding he thought the ground caused her injury.

One of two Kingsport men indicted on charges of stealing stereo equipment at the former Lime Light night club was also indicted on a charge of failure to appear for trial Sept. 27.

Keith Junior Tester, 28, 105 Anco Pl., Apt. 9, and Pablo R. Ibanez, 26, 105 Anco Pl., Apt. 6, were each indicted on charges of burglary, theft over $10,000. Tester and Ibanez are accused of stealing between $10,000 and $60,000 worth of stereo equipment from Lime Light. Ibanez was also indicted on a felony failure to appear charge after missing a Sept. 27 trial date on charges stemming from that incident and an alleged attempt to drag an ATM machine from a Walgreen's store by hooking it to his older model Honda Accord with a logging chain.

Also among the grand jury indictments was Harold Bernard Tucker, 59, of 188 Flanary St. He's charged with domestic aggravated assault and aggravated kidnapping. Tucker is accused of forcing his wife to run barefoot from their home in her nightgown, seeking refuge at a church down the road after he allegedly bound, gagged, and beat her in the middle of the night on Oct. 19.

Others indicted and their charges include:
Chere Nicole Crain, 21, Regency Inn, 975 Volunteer Pkwy., Rm. 123, Bristol, Tenn., and Sean Phillip Statzer, 20, 259 Christus Dr., Apt. 2, Bluff City, possession of over 1/2 gram of cocaine for resale within 1,000 feet of a school (Haynesfield Elementary), possession of oxycodone for resale within 1,000 feet of a school, conspiracy to sell or deliver cocaine within 1,000 feet of a school. A search of Statzer’s vehicle produced a straw with a white powder residue. Crain consented to a search of the room and police found over 25 grams of cocaine, baggies with corners cut, scales and some Hydrocodone and Oxycodone.

James Robert Graybeal II, 25, 5617 Memorial Blvd., theft over $1,000. He's accused of taking advantage of an accidental rental at Tri Cities Storage, 2284 Feathers Chapel Road. Graybeal told Bristol police he'd rented storage building number 55 and found someone else's property inside when he'd opened it up, according to an affidavit. Graybeal admitted on May 16 he'd taken seven guns, ammunition, and some jewelry. He then helped police recover some of the goods.

Clifford W. McCulley, 33, burglary, theft under $500. Kingsport police arrested McCulley after staff at Brookhaven Nursing Home, 2035 Stonebrook Place, reported suspicious activity in the parking lot and police spotted him about 200 yards away inside Freedom Homes, 849 East Stone Drive. He was found in possession of a Freedom Homes employee's Hydrocodone prescription.

James Lenor Bly, 57, 698 Nelson St., Apt. 168, DUI, failure to obey a traffic control device. He's accused of running a redlight after he left a night of dancing and having "a few" at the Elks Lodge on June 17, according to an affidavit. Bly told Patrolman Thomas Wayt he always watches opposing traffic lights and runs the red light when they turn yellow, the affidavit states. Bly initially refused a breathalyzer test and agreed to a blood test but changed his mind on the way to Indian Path, then accused Wayt of denying him the test.

William Shuler Sutherland Jr., 44, 498 Galloway St., driving under the influence on Jan. 16. According to an affidavit, Sutherland admitted taking Xanax and Percocents before driving to the Justice Center after KPD Patrolman Thomas Wayt intervened when he became aggressive with the jailer about a female inmate. Orynthia Rashad Wolfe, 30, 340 Wheatley St., theft over $10,000. He's accused of selling a 2002 Mercedes Benz to Prestige Auto, 3801 Memorial Blvd, who paid him $15,400 and put $400 worth of tires on the vehicle. Mercedes then repossessed the vehicle because Wolfe hadn't made any payments before the sale.

Thomas Osborne, 31, of 554 Virgil Ave., forgery, theft under $500, fraudulent use of a credit card.

Mark Anthony Miller, violation of habitual traffic offender order.

Timothy Allen Sumner, 21, 115 Mull St., possession of Dihydrocodeinone for sale or delivery.

Jackie James Dodd, 48, 119 Rodgers Lane, Madisonville, Tenn., DUI, violation of the open container law, driving left of center, DUI-4th offense, violation of open container law.

Sean P. Statzer, 20, 259 Christus Dr., Apt. 2, Bluff City, and Eugene Rayburn Jones, 33, 8191 Hwy 91 North, Laurel Bloomery, Tenn., felony failure to appear.
