Joseph Richard Jackson, 52, 807 Chilhowie Avenue, Johnson City — who is also known as J.R. Carew Jackson — was taken into custody at 3:45 p.m. by the Kingsport Police Department at Carew Cuts, located at 806 E. Center St., for allegedly violating state sex offender registry laws.
KPD spokesman Tom Patton said the arrest was made after authorities learned Jackson was operating the barbershop under the J.R. Carew Jackson alias.
Registered sex offenders are required by law to report any aliases they may be using. Patton said Jackson had failed to do so.
According to the Tennessee Bureau of Investigation’s Sex Offender Registry, Jackson is currently on probation for a charge of incest that occurred in 2001.
Jackson was ordered not to be around children as a condition of his probation.
Patton said KPD Det. Terry Christian was made aware of Jackson’s whereabouts after learning he had participated in an event at his barbershop that offered free back-to-school haircuts for area school children.
A picture of Jackson giving those haircuts was posted to www.timesnews.net on Aug. 2. He could also be seen in the background of a picture that ran in the Aug. 3 print edition of the Kingsport Times-News.
Patton said there was no indication that any inappropriate behavior occurred during last week’s event. Still, the incident has been referred to the Johnson City Office of Probation and Parole to determine if any additional charges concerning a probation violation are appropriate.
Patton said Jackson’s use of an alias allowed him to effectively hide “in plain sight.” Patton added that the KPD acted “immediately and decisively” to bring the appropriate charges once Jackson was identified.
