Police: Church Hill man plied young girl with pills to coerce her into sex

A Hawkins County man who allegedly hooked a young girl on narcotic painkillers and then used her addiction as leverage to have sex with her has been charged with rape by the Hawkins County Sheriff’s Office.

Billy Burton Blair, 41, 4301 Stanley Valley Road, Church Hill, allegedly admitted to Hawkins County investigators that he began giving the young girl Lortab pills when she was 12.

A school resource officer recently received a sexual abuse complaint regarding that girl, who is now a teenager.

The officer forwarded that information to the HCSO Detective’s Division. As a result of the investigation, it is alleged that shortly after getting the girl addicted to pills, Blair began giving the girl pills to expose herself to him and allow him to touch her.

It is further alleged that about a year ago Blair began giving the girl pills to have sex with him.

Blair allegedly admitted to the sexual relationship to arresting Detective Cliff Evans.

Blair was arraigned in Hawkins County Sessions Court on Wednesday. As of Wednesday afternoon, Blair was being held in the Hawkins County Jail without bond.

Sheriff Ronnie Lawson said the investigation is continuing and additional charges may be pending.
