Kingsport man's attempt to pay fines prompts arrest on drug, weapons charges

A man who drove to the Justice Center in Blountville to pay traffic fines — getting himself spotted by police who knew his license was revoked — prompted his and another individual's arrest Monday, with drugs and guns allegedly located in their car.

The Sullivan County Sheriff's Office reports a Kingsport officer observed Kevin F. Wells, 35, of 307 Parson Dr., Kingsport, pull into the Justice Center parking lot. Due to "past experiences" with Wells, the officer knew his revoked status and made Sullivan County police aware of the situation just outside their department.

Sullivan County police responded to take Wells into custody for the driver's license violation. Meanwhile, a female passenger in the car — who incidentally was discovered to have a valid driver's license — consented to a search, with officers allegedly locating two guns and "numerous pills" in the vehicle.

Angela D. Graham, 36, of the same Parson Dr. residence as Wells, was arrested and charged with possession of schedule II drugs for resale, possession of schedule III drugs for resale and simple possession of schedule III drugs.

Wells was additionally charged with unlawful possession of a handgun and possession of schedule II drugs for resale.

They were each escorted across the Justice Center parking lot and booked into the Sullivan County jail.
