Two Kingsport women charged in wreck that killed 7-year-old girl

KINGSPORT -- Two Kingsport women have been arrested in connection with a July 2011 car crash that ejected and killed a 7-year-old, unrestrained passenger.

Ronisha Shaneen Dully, 23, of 3412 Stafford St., was arrested Wednesday by Kingsport police. Keyonna Shanae Dulaney, 27, the victim's mother, of 3606 Watterson St., Apartment 13, turned herself in on July 2.

A Sullivan County grand jury indicted the women June 26. They are each charged with criminally negligent homicide, reckless homicide and reckless endangerment. Dully, the driver during the crash, also faces a misdemeanor charge of violating child booster seat laws.

The incident occurred July 14, 2011, near mile marker 3 of Interstate 26, killing Jai Lesa Andreyo Dulaney. She was unrestrained in the back seat of an eastbound 1996 Pontiac Sunfire.

The car lost control driving through light rain and entered the grass median. It then struck a cable barrier and concrete ditch, throwing Jai Lesa, 7, through the rear window. The girl's mother, the driver, and a toddler who was restrained in a child seat were transported to the hospital with injuries.

Following their arrests, each woman posted $10,000 bond and was released from the Sullivan County jail.
