Former Vance Middle School teacher indicted for sexual exploitation of minor

Police say the discovery of child pornography has prompted the indictment of a Kingsport man and former teacher — five months after his arrest in an undercover sting into Internet crimes against children, and nearly a year after he allegedly paid a past victim $30,000 to remain silent.
On Nov. 9 a Sullivan County Grand Jury indicted Randall Scott McCoy, 48, of 2004 Eastwood Ave., for sexual exploitation of a minor. According to a press release from the Kingsport Police Department, he was arrested Wednesday and his bond was set at $10,000.
In June McCoy was arrested by the Blount County Sheriff's Department. Sheriff James L. Berrong said the arrest was the result of a two-week online, undercover investigation into Internet crimes against children. He was taken into custody at a Blount County business and charged with solicitation of minor.
That arrest prompted a search warrant at McCoy’s Kingsport residence. The KPD report his computer was seized as evidence in the Blount County case. Officials discovered it contained 450 photos of child pornography. Blount County forwarded that information back to the KPD, prompting a presentment to the Sullivan County Grand Jury and subsequent indictment.
McCoy is a former teacher at Vance Middle School in Bristol, Tenn. He resigned from his position in January after allegedly being blackmailed by a 22-year-old man.
According to a December 2009 Kingsport police report, the suspect extorted money from McCoy in order to remain silent about “past actions” he endured as a juvenile. McCoy told officers the blackmail had been occurring for two months, with him paying out $30,000 before alerting authorities.
Police identified the extortion suspect as Jonathan B. Womack, 22, 1608 C St., Apt. 3, Kingsport. KPD Detective Frank Light said Womack’s allegations were of a sexual nature, involving incidents that occurred between he and McCoy from 2002 to 2005. Light added that Womack was not a student of McCoy ’s at Vance Middle School.
Womack was arrested and charged with extortion. Last month he appeared in Blountville court, seeking pretrial diversion on the charge. that hearing has been scheduled for Jan. 6.
