A Sullivan County Sheriff's Office arrest report say the incident occurred at about 11:15 Friday night. David Conklin, 26, of 4141 Reservoir Road, was scheduled to serve 24 hours in jail. The report did not specify his previous charges.
According to the reporting deputy, Conklin pulled a shrub out of the ground and turned over a trash can at the corrections entrance. He allegedly had slurred speech when speaking with officers and nearly fell on multiple occasions.
Police say Conklin refused to provide an ID or tell them his name, and began struggling when officers attempted to cuff his wrists. A subsequent pat down located an empty bottle of Ambien, with the prescription indicating it was filled the same day. Conklin allegedly admitted to taking the medications prior to arriving at jail.
EMS were called to the jail to check Conklin, but due to his, "violent outbreaks," they were unable to do so. Police then transported Conklin to Bristol Regional Medical Center for an evaluation.
The report says an emergency room doctor sedated Conklin to prevent injury to himself or others, and would hold him for two days due to a suspected overdose. The Sheriff's Office planed to obtain a warrant charging Conklin with vandalism, drunkenness and resisting arrest.
