Alleged Kingsport prowler flees police, Tasered during struggle

The report of a prowler behind Kingsport homes led to a brief chase early Saturday morning, with the suspect ultimately being Tasered by police.

According to a report at the Kingsport Police Department, the incident occurred Saturday at 2:12 a.m. Police responded to Virgil Avenue on a report of a man walking behind several residences, finding the suspect in the middle of the road.

The man was identified as Brandon Rogan, 19, of 110 Broadview St., Kingsport. He allegedly had slurred speech and was unsteady on his feet, prompting the officer to tell him to put his hands on the cruiser.

According to the report, Rogan responded by running away from the officer, down an embankment towards Allen Drive. The officer returned to his patrol car and drove in that direction, where another officer had already detained Rogan.

Rogan allegedly kicked police, according to the report, and continued to struggle once being placed on the ground. Police say they were forced to subdue Rogan with a Taser shot to the back of his leg.

Rogan was arrested and charged with public intoxication, resisting stop, halt or frisk and simple assault on an officer.
