A Kingsport man was arrested Thursday after allegedly crashing his car into a field, then attempting to dispose of prescription drugs in a nearby creek.

As police worked the scene, a passerby advised the suspect has marijuana at his home, prompting the discovery of a four feet tall plant in his backyard.

Todd Bishop, 48, of 405 Oxford Court, has been arrested and charged with driving under the influence, maintaining a dwelling where narcotics are sold, destruction of evidence, simple possession of drugs and violation of implied consent. According to a Sullivan County Sheriff's Office arrest report, Bishop told police he was returning from a methadone clinic in Asheville, N.C., when he wrecked at the corner of Fordtown and Mitchell Road.

Police report the wreck occurred at 12:18 p.m. Officers arrived to find a 2005 Honda with heavy front end damage, sitting in a field. Bishop allegedly walked away from officers towards a nearby creek, and when told to stop replied, "No, I'm getting a drink of water."

The report says Bishop had something in his hand, then fell face first into the creek. While getting out police allegedly discovered several pills in the water. Most dissolved before they could be extracted, but a small amount was collected and sent to the Tennessee Bureau of Investigation lab for testing.

Police say Bishop was unsteady on his feet and spoke with slurred speech. He allegedly refused to undergo field sobriety tests or submit a blood sample, saying he was returning from a methadone clinic.

While officers were on the scene a passerby advised they know Bishop, and marijuana plants are at his home. Police say they traveled to his Oxford Court residence, with Bishop's mother allowing them to enter.

While nothing was found inside, according to police, a four feet tall marijuana plant was observed growing in the backyard.

Bishop was arrested and transported to the Sullivan County jail in Blountville.
