According to arrest reports, police received information that a man and woman would have marijuana in the parking lot of 1209 N. Eastman Road. At about 11:30 p.m. detectives arrived to find the suspects sitting in a van.
Police say they observed one suspect, Matthew L. Phillips, 20, of 3902 Sky Vista Court, Kingsport, step out of the van. When he did so, a bag of marijuana allegedly fell to the ground.
Another suspect, Amber N. Hinkle, 18, of 958 Fairview Ave., Kingsport, was found walking on the sidewalk. Police say they spoke with her, finding she was also in possession of marijuana.
A third person, Jessie L. Steadman, 24, of 1609 Newbern Road, Kingsport, was allegedly driving the van. Police report searching the vehicle and finding, "a large quantity of marijuana" and digital scales.
Each of the suspects were arrested and charged with possession of more than a half ounce of marijuana for resale within 1,000 feet of a school, a felony, and possession of drug paraphernalia.
Earlier on Wednesday police had responded to a drug complaint at Miller Village Apartments. At about 3:30 p.m. offices knocked on the door to apartment No. 12 and spoke with the residents.
The two suspects denied any illegal activity and consented to a search of the apartment. According to the police report, more than a half ounce of marijuana and crack cocaine as discovered.
One of the suspect, Clinton Fugate, 23, allegedly provided police with a false date of birth and fled the apartment on foot. Police say he was apprehended, "a short distance away."
Fugate was arrested and charged with criminal impersonation, evading arrest, possession of more than a half ounce of marijuana for resale, possession of crack cocaine for resale and maintaining a dwelling where illegal narcotics are sold, stored or used. Police says they also discovered a handgun in the closet of the apartment, prompting an additional charge of possession of a firearm by a convicted felon.
The other resident, Kayla R. Taylor, 21, was arrested and charged with possession of more than a half ounce of marijuana for resale, possession of crack cocaine for resale and maintaining a dwelling where illegal narcotics are sold, stored or used.
Police also made arrests during an afternoon, undercover drug deal. A report says a vice detective went to 3959 Kent St., apartment No. 3, and successfully purchased marijuana and Roxicet.
Chelsea M. Flannagan, 20, of the residence, allegedly sold marijuana to the detective. Tammy Flannagan, 38, of 523 Mt. Zion Road, Church Hill, allegedly sold the pills. Both were arrested and transported to the city jail.
