Two arrested for allegedly stealing mopeds in Kingsport; victim chases down one suspect

Police have arrested two men for allegedly stealing mopeds from a Kingsport residence, with the victim chasing down and apprehending one of the suspects.

According to a report from the Kingsport Police Department, the incident occurred around 1:50 Monday morning, at 113 Lynn Ave. Dakota C. Smith, 18, of 1141 Cherry Street, and Jeremiah L. Stallard, 18, of 1552 Lawrence Street, were arrested.

Police say the victim, Ricky D. Shelton, 45, was awakened by his dog barking outside of his home. When he looked out his living room window he realized one of his three mopeds had been stolen, and called police. While speaking with the dispatcher, Shelton noticed two men outside his house.

Police say Shelton and another person, whose identity was redacted from the report released to the media, exited the home to confront the men. The suspects then ran from the scene, with Shelton and the other person giving chase.

Shelton was able to apprehend one of the suspects, Stallard, at the corner of Lynn Garden Drive and Mullins Street, about two blocks from his home. Police say that soon thereafter they located the other suspect, Smith, in the same area.

According to the police report, Stallard told police that he and Smith had successfully stolen two of Shelton's mopeds -- which the victim had not noticed upon calling police. They were allegedly in the process of stealing the third and final bike when Shelton exited his home and confronted them.

Stallard then led police to 534 Jersey St., a little more than a mile from Shelton's residence, where the two stolen mopeds were recovered.

Stallard and Smith were each charged with theft of more than $500 and transported to the Kingsport City Jail.
