The incident occurred at about 11 p.m., at a property of the Kingsport Housing and Redevelopment Authority. According to an incident report from the Kingsport Police Department, officers responding to the scene were flagged down by several people at the KHRA maintenance office, 1100 Robertson Street.
These people directed police to the back of the building, where they found one man on the ground and another standing above him.
Police said the man standing had an ax handle in his hand, while the alleged victim had a large amount of blood on his face and hands.
The alleged victim, Rumaldo Mendez, 34, of 2210 Clancy Ave., Morristown, was found to have a “severe laceration” to the top of his head. The report said 10 sutures were required to close the injury.
Police identified the man with the ax handle as George K. Woliver, 41, of 1121 Robertson St. Police said Woliver admitted to striking Mendez with the ax handle “following an incident of trespassing.”
According to the police report, Woliver chased Mendez down as he attempted to flee the area, hitting him in the head.
Woliver was transported to the city jail and booked on a charge of aggravated assault.
The police report contained no information on the alleged trespassing by Mendez.
