Three arrested after car hits pedestrian at Kingsport bar

KINGSPORT — Three people were arrested early Sunday morning, with one charged with DUI and reckless endangerment, after their car allegedly hit a pedestrian outside The Pub in Kingsport.

A report from the Kingsport Police Department says officers responded to The Pub, 302 E. Sullivan St., about 3 a.m. They were called in reference to a fight in progress. When they arrived, a 2000 Mitsubishi Eclipse was observed leaving the scene “in a very reckless manner.”

Outside The Pub one man, Gale Eugene Shafer, 533 Fernwood Drive, Kingsport, was found to be injured. Witnesses said he was struck by the Eclipse that had left the scene. According to the police report, the man was transported to the hospital for treatment of minor injuries.

Meanwhile, on nearby West New Street a traffic stop was executed on the black Eclipse. Police said there was damage to the windshield and top of the car that was consistent with information regarding the hit and run.

The driver, Eugene Bradley Hayes, 26, 725 River Road, Kingsport, was charged with driving under the influence and reckless endangerment. He was also charged with driving on a suspended license, as it had been suspended for non-payment of child support. He submitted to a blood alcohol content test at Holston Valley Medical Center before being booked into jail.

A passenger in the vehicle, Estella Shafer, 29, 2551 Mclean Road, Kingsport, was the registered owner of the vehicle. For allegedly allowing an intoxicated person to operate her car, she was charged with DUI by consent.

Police said a third occupant of the car, Ronnie Brooks, no age or address provided, smelled strongly of alcohol and was unsteady on his feet. Police deemed he could not properly care for himself and placed him into custody on a charge of public intoxication.

Estella Shafer and Brooks were also booked into the city jail.
