Ronald Kevin Watson, 31, of 119 Fitzsimmons Hill Road, is charged with indecent exposure, fifth offense.
Elizabethton police say the incident occurred March 15. Two girls, ages 10 and 13, were at the playground near the intersection of Watauga Avenue and Southside Road.
The girls said a man parked his car in a space adjacent to the playground and sat inside his vehicle for about 10 minutes. According to the girls, the man exited the vehicle with his pants around his ankles and was “playing with himself.” They then ran from the playground and toward their home.
At roughly the same time, the father of one of the girls was arriving home from work. He later told police that a vehicle pulled out in front of him as he passed the playground. The father told police he then passed the same vehicle on the road in front of his residence.
About a week later, the parents saw the same vehicle parked at a local restaurant and obtained the tag number. The father told police they saw the same vehicle a second time outside a local service station. According to police, the man in question was staring at the family. He then left the area so quickly that he nearly ran over other people.
Police said they were able to identify the vehicle’s owner as Watson. A criminal records check revealed he is on the sex offender registry with four prior convictions of indecent exposure to minors.
The family was asked to review a photo lineup, and the father positively identified the suspect. A warrant was served on Watson on Tuesday.
He is scheduled to appear in Carter County General Sessions Court on April 21.
