Charlene Green, 32, was indicted on 38 counts of forgery, 38 counts of false reporting, and one count of official misconduct, according to the Tennessee Department of Safety.
According to the Knoxville News-Sentinel it wasn't immediately clear if she had retained an attorney, and a jail official said she hadn't posted bond as of Wednesday night. There was no evidence to suggest that she issued the tickets to extort money or favors from motorists, according to District Attorney General Paul Phillips.
The News-Sentinel quoted Phillips saying, "The Department of Safety expects you to be productive, so one possible explanation is that she was trying to reflect that she was doing more work than she actually was doing," Phillips said.
